Q: How does my firm pre-qualify with the Public Building Commission?
A: Notices inviting firms to submit qualifications are published in a newspaper of general circulation and in other Chicago area newspapers. Notices are also posted on this web site. Firms interested in qualifying with the PBC must submit qualifications in accordance with the instructions in the Request for Qualifications (RFQ). Firms' qualifications are evaluated in based on the following criteria:
- Responsiveness to RFQ requirements;
- Technical competence to perform the identified PBC projects or services;
- Record of past performance;
- Financial capacity to undertake PBC projects.

Q: Does the PBC pre-qualify design firms?
A: Yes. The pre-qualification process is done as projects or required services are identified. For professional services or specialty consulting, PBC may solicit proposals from one or more of the firms which have submitted their qualifications in response to an issued RFQ.
Q: How often does the Public Building Commission pre-qualify?
A: As opportunities and projects are identified, the PBC will issue a Request for Qualifications requesting contractors or consultants to submit their qualifications for the projects identified in the RFQ.
Q: What happens once a firm is pre-qualified?
A: For general construction, General Contractors deemed eligible for pre-qualification are placed on a notification list. PBC sends notices to all firms in the notification list for the category corresponding to the project for which bids are being solicited.
For professional services or specialty consulting, PBC may solicit proposals from one or more of the firms which have submitted their qualifications in response to an issued RFQ.
Q: How are suppliers notified of opportunities to pre-qualify?

We suggest that suppliers sign up for PBC alerts. When a project is scheduled for bid or an RFQ is issued, the PBC sends an email to firms that have signed up for PBC alerts.
For construction projects, suppliers interested in providing sub-contracting services may contact the pre-qualified general contractors that are eligible to submit a bid to the PBC.
